Following the withdrawal of the Royal Navy from an initially tri-national initiative involving Italy, France and Great Britain, a memorandum of understanding was signed by the Chiefs of the Italian and French Navies to confirm the joint development of the Horizon Programme. Under this contract, Italy ordered two new anti-air warfare frigates, with option for two more. Horizon Class frigates will be equipped with the PAAMS (Principal Anti-Air Missile System), whose development and testing phase is nearing completion.  

Doria Class stealthy units - built using cutting edge thermal and electromagnetic signature reduction technologies – will be primarily tasked with providing medium range air defence, but may be able to perform other duties as required.
